Windows 10: How Do I set Windows 11 Desktop to startup with keyboard after power down

I have 2 Win 11 desktop computers. The one will start after shutdown by touching the keyboard. The optical mouse light is always on, unless the computer has been totally shut down by turning off the UPS. Either way on the one computer the keyboard turns the computer back on. It also turns on with the case power button, The second computer uses the same model keyboard and the same model motherboard and the same version of Win 11. I can not get the second computer to start with the keyboard - only the power on button on the case. How can I set the second one to start with the keyboard also.

Windows 11 safe mode boot missing Startup Settings option

We are deploying new desktops with Windows 11. I was writing up procedures for booting in safe mode in Windows 11. There were many options to get to Troubleshooting option but all methods had steps :

1. After the computer restarts to the Choose an Option screen, select Troubleshoot > Advanced Options > Startup Settings > Restart.
   

When I select the Troubleshooting option, my Advanced Options screen does not have a Startup Setting option. My only options are Startup Repair UEFI Firmware Settings

Uninstall Updates System Image Recovery

I suggest you to perform a Startup Repair by following the steps below.

• In the Lock screen, press/hold the shift key and click on power icon>restart.
• Click on Troubleshoot>Advanced Options>Startup Repair and follow the prompts to start the Startup Repair.

After the Startup Repair is complete, check for the status.
