Windows 10: How do I stick notepad in front of full screen window?

Hi. My job requires me to analyze some videos and put the analysis in Notepad. To analyze the video, I need to play it in full screen, but there's still a small space for Notepad. So far, I've manually resized the window so that it won't be full screen and I can put Notepad there. But sometimes, the video changes,sometimes I need to view it from online sources dily motion, youtube, etc and I need full screen again. Resizing it for every video is annoying. How do I just stick Notepad in front even covering the video is okay of the full-screen videos? I'm tired of having to keep alt+tabbi

I suggest you to follow the steps provided below:

• Open Task Manager. Here’s a tip: press CTRL+SHIFT+ESC.
• Click on Startup tab.
• Select Notepad from the list and click on Disable.

Notepad on Windows 7\

Suggestion would be uninstall then new install on Win7. Maybe an older version would work better? A list, maybe Version 7?

I followed your suggestion but wasn't able to find Notepad listed on the startup. There are some listed as program but don't know which ones it could be.
