Windows 10: How Do I Stop My Cursor From Highlighting Things?

I've been having this issue where the cursor ? in some apps keeps highlighting certain options in apps like Settings and Movies & TV. It's happened on my computer before and I'm unsure what could be causing it. The effect I'm attempting to describe is posted below.

Cursor jumps while highlighting text and inserting text.

While I'm typing in an email my cursor will jump while inserting text in the email. What can I do to prevent this from happening?

Also, when I go to highlight an area, it jumps around and highlights the entire text, not just the area I wanted highlighted. Any suggestions?

Thank you both for your prompt replies, I tried all steps listed, some I had tries previously but I still tried them again, but still no cursor.

Do you have any other suggestions?

 

New Win7 install: My mouse cursor keeps on highlighting/triggering things. How can I stop this?

Its not the mouse. It happened right on the reinstall. There must be a way of stopping the mouse cursor from highlighting objects like I'm clicking on them. I thought it would be in Folder Options but I can't see anything in there for this. Its just like I'm clicking once on them. (I have my system to require 2 clicks to open.)
