Windows 10: How do I stop programs on my second monitor from pulling offscreen when a full-screen...

I have a 1080p monitor but the graphics card is pretty dated. This forces me to play a lot of modern games in 720p. When my main monitor drops down to 720p while opening these games, my browser on the second monitor ends up halfway off the screen. Sometimes this does not happen and the browser resizes to fit the smaller res but I cannot seem to determine when it resizes and when it just goes off the screen.

Second monitor not detected after update

Hi Tom,

There are several reasons that could have caused the issue you are experiencing. One of these is the update you previously performed in Windows, either it was not configured properly by the system or the update components were corrupted. Kindly answer the
following questions for clarification:

• Have you tried updating the monitor and display drivers?
• Have you tried to use another user profile to check if the issue re-occurs?

Furthermore, we suggest that you add the other monitor manually. This is to ensure that the second monitor is still connected after the update. Here are the steps:

• Type connected devices and open Connected Devices on the
  Windows Search bar.
• Click Add devices.
• Select the Second screen.
• Pick one of the 3 options: Duplicate, Extend, and the Second screen only.
• The Duplicate option will duplicate the primary display to secondary display.
• The Extend option will unite two monitors so you can use them both as one.
• The Second screen only option will, obviously, disable primary and use only the secondary monitor.
• Once you’ve chosen the preferred mode, save changes.

Programs crash when opened on second monitor.

I'm running a Dual Monitor setup with the extended setting, and it works perfect except for one thing: any program that tries to start itself up on the second screen freezes and doesn't start up. I have no problems moving programs that are already opened
around, and can interact with them no problem when I move them to my second monitor, but programs just won't start when opened on my second screen. The only solution I have right now would be to disconnect my monitor, boot up the program, and then move it.
I would even be ok with stuff just opening on my main screen and just moving them over when needed, but if I ever close them by accident on my second screen they will continue to try to open on my second screen and continue to freeze over and over again. I
checked my graphics card driver, windows update, but nothing has stopped the programs from freezing.

To iterate, I have no problems with programs on my second monitor, except if windows tries to boot them up on the second monitor, in which case they are just frozen and won't respond to anything
