Windows 10: How do I stop the blinking loading circle next to the circle and restore system stability?

My computer went through an update today and began having issues I can't seem to diagnose. The update included the normal quality of life update and a couple others, but notably, the security update would not download no matter how many times I hit retry. Figuring to restart to enact the new updates and wait for the security update to get patched, when the computer restarted, the loading circle began blinking immediately after login. I attempted to boot into safe mode to diagnose further, I kept getting an error message stating that my PIN was unavailable and requested a download of an app fro

I understand that the loading circles is not appearing while the Windows loads but the Windows loads normally.

• Are you facing any issues in Windows after it loads?
• Did this happen after any recent updates installed?

windows 10 shows blinking loading circle non-stop after launch, unable to use it for work

Please help to redirect to appropriate forum .

I followed the instruction to upgrade my windows 8.1 to windows 10. After upgrading, now I faced a very huge problem on using windows 10 for work

after turning on the PC (with upgraded windows 10 thru internet)

These are the problems follow:

1) The windows 10 keep showing the small circle loading icon beside the cursor , the circle loading icon keep blinking non-stop.

2) With this circle-loading icon beside the cursor, the Microsoft Edge can be launched but can not be used as the blinking loading-circle prevent user to enter any text in the searchbox which keep showing open and close drop-down box. But fireFox can be launched
and used without such issues.

3) The cursor or Mouse has problem to do basic job like highlight to copy and right click. When trying to right click the mouse, the context Menu show up but keep opening and closing very fast such that one has no chance to select option.

Loading circle next to my cursor keeps blinking

I have a HP Envy laptop and for the past week the little loading circle next to my cursor won't stop blinking. It will blink even if I am just at the icon screen, and it starts once I start my laptop. I got windows 10 a few weeks ago and the problem
started only a week ago, so I don't know if it could be that. I also do not think that I have a virus because I ran a full scan with Avast antivirus and it did not find any viruses. Some other things it has been doing is if I right click the box next to
it will close immediately before I can click anything. Also, the suggested search drop downs when I am searching for something will come up and then go away quickly. I was wondering if anyone could help me out. Thanks.
