Windows 10: How do I stop windows from flickering?

Once in a while a window I'm using starts flickering nonstop from not responding to responding.This happens to apps, programs AND even folders, Not frequently though.When I look at the taskbar while it's happening, it seems as though the window keeps closing and opening very fast.It stated happening ever since I upgraded to Windows 11.Yes, it is up to date and I can't revert back to Windows 10 because I can't backup my files.Sometimes I feel like I help the problem resolve itself by bashing my left click button on the window until it stops flickering.Please help me fix this issue!!

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

Flickering black desktop

Thank you for your reply. I tried safe mode, and that stopped the task bar from flickering but nothing else responds other than the control alt delete menu. I can't open anything other than command prompt though, so I can't try most of the other suggestions on that list.
