Windows 10: How do I uninstall apps from a crashed disk?

The D: drive on my PC crashed. I had a number of apps installed on drive D: Windows is on drive C: I removed drive D: because it was not working. But I cannot seem to uninstall, repair, or re-install the apps that used to be on drive D: The uninstall programs are looking for drive D: I assume because there are registry entries pointing to that drive. I tried to download the Windows trouble shooter but the browser will not allow me to, because it says this app can harm your computer. How am I supposed to fix this issue?This is Windows10Pro on a workstation with 16GB ram. Windows on SSD drive

Increase the window size step by step and watch your vga temps permanently.
What happens?
If it crashes, run at stock speeds as suggested before and retry.

P.S.: When your system locks, does the display signal turn off after a time?
Stuttering sound or no sound at all when freezing?
What X1800XT model do you own exactly?

 

Uninstalling app that isn't on registry

I tried to download a new version of Quicken and the first step of the new version required uninstalling prior version. This step crashed and I've tried to manually uninstall Quicken but it doesn't show up on my app list to uninstall.

I can still click this file to open my old Quicken:

C:\Program Files (x86)\Quicken

Name Type

qw Application

So it's still there but how can I uninstall?
