Windows 10: How do you buy a Windows 11 Enterprise license for a virtual machine?

I have a need to run a Windows 11 machine as a virtual machine.How do I buy a license for this?Requirements:- Windows 11 Enterprise- Running on VirtualBox.- Not running on any cloud service.- Purchased from Microsoft, or a seller that can be verified by Microsoft as selling legitimate licenses.

Do i need to buy a license of Windows XP when this OS is running in a Virtual machine on a Windows 11 computer with license ?

I want to virtualize a Windows XP computer with a OEM windows XP license. can i just create a Virtual machine of this computer and then run this on a new Windows 11 computer (host computer) whiteout buying a license for Windows XP (guest computer).

Windows 10 Enterprise is only available to volume license customers who are often large organizations that purchase Windows 10 licenses in bulk for hundreds or thousands of machines.

You could buy Windows 10 Pro or Windows 10 Pro for Workstation which is equivalent and greater in features than Enterprise.

So, you could buy that through the Microsoft Store:

You can then download and it and set it up in a virtual machine.
