Windows 10: How do you change the design of the caret?

I would like to have the caret customized, instead of normal caret.

Check if the F7 key is stuck or not. If no, try updating the keyboard drivers from Device Manager (accessible if you right-click Start button in taskbar and choose the app from the list).
