Hi Microsoft friends.How do you create the Windows Recovery Environment Winre from scratch using Command Prompt, PowerShell or a 3rd-party app if the SFC, DISM, Bootrec don't work msconfig also doesn't work? Some .exe work, some don't, some .msc work, some don't. The Windows 11 boots fine it's on GPT filesystem not MBR. The file Winre.wim is there but when I Shift-Restart it doesn't show the Winre upon bootup.Also if I check say Disk Management, there is an EFI partition just a few hundred megabytes in

Unable to access Windows Recovery Environment normally

Some entries in the bcd for the recovery environment is either corrupted or missing. To fix the problem, you;d need to rebuild the entries for the recovery environment.
Here's the steps:

1. Turn on folder options to show hidden files/folders. Open admin command then type: reagentc /disable
   - This will move 2 files from the recovery partition reagent.xml and winre.wim to C:\windows\system32\recovery
2. If you have the Windows 10 ISO, double click on it to mount to a virtual cd/dvd else If you have the Windows 10 USB then navigate to Sources folder and look for install.esd or install.wim.
3. Use 7-ZIP to open install.esd or install.wim, select and index. eg. 6 then navigate to Windows\system32\recovery. You'd see 2 files: Winre.wim and reagent.xml.
4. Remove everything from C:\windows\system32\recovery (ie. your current winre.win and reagent.xml)
5. Copy the new winre.wim and reagent.xml from the install.esd/install.wim to C:\windows\system32\Recovery
6. From admin command, type: ReAgentc /enable

Reboot to recovery. This will also fix the problem with shutdown /r /o

How to create a recovery partion in safe mode?

Do you want to manually create recovery partitions? What happened to make the recovery environment unusable?

To create a partition in safe mode, follow these steps:

1. Check if there is unused space in Disk Management (if not clear, please post a screenshot)

2. If there is no space, you need to add space.

Create a new recovery partition.

Open a command prompt window as administrator (cmd)，Please run

list disk.

First, check whether the disk partition style is GUID partition table (GPT) or master boot record (MBR).

Check for an asterisk character (*) in the Gpt column. If there is an asterisk character (*), the drive is GPT. Otherwise, the drive is MBR.

③ If the disk is GPT, run

create partition primary id=de94bba4-06d1-4d40-a16a-bfd50179d6ac

and then run the command.

gpt attributes =0x8000000000000001

If the disk is MBR, run

create partition primary id=27

④ Set partition format to ntfs, please run command

format quick fs=ntfs label=”Windows RE tools”

⑤ To confirm that the WinRE partition has been created, run

list vol

⑥Run exit, exit diskpart
