Windows 10: How do you enable DirectX 12 ultimate in Windows 11?

Using Win11, ran dxdiag to find what version of DirectX I have and it says DirectX12 Ultimate, but lists it as disabled. Have just run the latest windows updates and the DirectX installer, but it still shows as disabled when I rerun the dxdiag, even after having restarted the laptop. How do I enable the DirectX 12?

DirectX 12 Ultimate

DirectX 12 Ultimate features will work only if you have a GPU which supports DirectX 12 Ultimate. Please check your GPU manufacturer(Intel, AMD, Nvidia) website for the list of supported GPUs and the driver updates to enable the features.

This did nothing to solve the problem, I have a EVGA RTX 2070 XC ULTRA GAMING and windows 10 pro ver. 2004, Os build 19041.264 and I do not have DirectX 12 Ultimate even though my video card support DirectX
12 Ultimate. Is there some way to install DirectX 12 Ultimate on windows 10 pro ver. 2004 machine?

All this sounds great, but what about cards supporting plain old DirectX 12? Could a driver update make these compatible with DirectX 12 Ultimate, or at least with some features? What about DirectX 11 and earlier versions? Will DirectX 12 Ultimate runtime be available as download or as an update? It would be desirable to download it once and then install it to many computers, rather than having to download it every time. Preferably a full standalone installer, not a web installer that needs access to the internet.
