Windows 10: How do you fix the "The specified service does not exist as an installed service" diskpart...

I'm trying to use "diskpart" from the command prompt but it doesn't even work. Instead, I get thrown this error:And just to make sure, I did go and check the Event Viewer, but nothing appears when doing so.If you want information on the computer I'm using, it's a Dell Latitude E5570 running Windows 10 Pro.Thanks to anyone who tries helping!

I am unable to run Command Prompt as an administrator. It tells me "Specified service does not exist as an installed service."

The testers for my company are having trouble installing our app for testing. We currently have a sideloading deployment system. Here's the error:

Hello. I've been having trouble with my Pc. When I'm downloading or try to open certain things, it tells me "Specified service does not exist as an installed service." I'm not sure when this problem started. I am unable to update Windows as well. I can't
run Command Prompt as an administrator and I cannot open Device manager. This has also affected Steam and Epic. I'm not sure what to do. This has been happening for about a month.
