Windows 10: How do you make the taskbar show on top of a fullscreen program when it loses focus

I have searched for days now on how you are supposed to make the taskbar render on top of a fullscreen application when it loses focus and I have found absolutely nothing.

Example on how i used to do it:
My main monitor would be running a borderless windowed program and if I need to access the taskbar I'd just need to click somewhere on my secondary monitor so that the fullscreen program lose focus and the taskbar shows up.
This is not the case currently on my W10 install as it seems the only way to bring up the taskbar is to press the windows key on my keyboard.....

i have the same issue with every single program running in borderless fullscreen, usually this was solved by clicking on the taskbar and back on the program to reset focus but it doesnt work anymore, unless program is in exclusive fullscreen mode it is impossible
to get rid of the taskbar.

EDIT: setting taskbar to autohide will hide only taskbar on neighbour screens but not the main screen even tho applications will stretch under it.....

I was playing a game on my laptop and suddenly the taskbar is visible in a fullscreen game. It did not stop there, after the game i opened Netflix. When i tried to fullscreen the video again the taskbar appeared. Please suggest a fix. Thank You.

Hello, ever since I did the anniversary update on my windows 10, the taskbar is showing on top of another app's full-screen mode. Like when I try to watch something in VLC or netflix on fullscreen.

I don't want to hide my taskbar all the time and I can't find an option in the settings that'll fix the issue.
