Windows 10: How do you turn off the highlight on the curser?

How do you turn off the highlight on the curser?

Windows 10 curser placement

Within the last week or so (prior was fine), the curser doesn't line up with the icons in the start button. I know it's called something else, but I can't remember it. I have to move the curser down 2 places for it to highlight the one I want. Also, I
don't have this problem within other applications such as my browser or within the list to the left, only the icons.

 

Editing text instead of highlighting a word.

How do I edit text? If I try to move the curser to the middle of a word it just highlights the word?

On my old phone I could precisely choose where to put the curser and change letters on any word I've typed, on the windows phone if I click anywhere on the word it just gets highlighted and I cant edit it other than deleting or choosing a suggested word.

Its pretty annoying that the phone does not allow me to edit as I go along.

Any ideas/

I have always been able to use my curser to highlight text to copy, paste and delete but for about a week I have not been able to do so. What setting do I need to adjust?
