Windows 10: How do you turn OFF the "Mouse hoover over" function?

How in the $%$$#$ do you turn off the 'hoover mouse over" function in Windows 11. I have avoided changing to 11 since there are always issues BUT I just set up a new Dell laptop with 11 already installed. When , after much searching, I finally tracked down a box for the Hoover function it was set as OFF not checked but I am still automatically sent off in wild directions every time I move the cursor using my touch pad especially when browsing Chrome Why did Microsoft break something that worked by making this an automatic feature and making it impossible to shut off?? Why cant users ch

How do I turn off the mouse pointer hoover pop up box? Most annoying thing I have ever experienced.

This is not an isolated issued. I have seen many many people frustrated with not being able to disable the hoover pop ups whenever you put the cursor over anything. That constant annoying square box that pops up in hoover. I am not sure what other information
you need. And for some reason the threads posted about this in community are all locked. Is there some reason we are not allowed to turn off the irritating and frustrating pop up box that is of NO benefit to the user. I am sure this is not the first time
this question has been asked. I searched the web and all the procedures that can fix this are non existent on windows 10. What is up with that?
