Windows 10: How is it a violation of terms of service for reporting illegal material found on a computer?

Roommate of mine asked me to fix the computer because it was slow and I found illegal pictures and disgusting stories on his computer. I got the evidence that was needed and I was in the process of sending this information to the crimes against children task force. When I try to send the information it was stopped by Microsoft They locked my Outlook and Xbox. I've been trying for 2 weeks I've tried to reach out to Microsoft can I I have heard nothing no replies or anything.I do not understand why I would be punished for reporting any of this information. I did not know it was against terms of

cannot report an app from Microsoft Store for violating terms of service

I have followed the instructions on reporting an app, but when I go to the app in Microsoft Store, there is no option to report is (as was stated in the instructions on how to report an app.)

This application does not have contact information, customer service or a website. The only option is to send feedback, which bounces back as an invalid address. There is no one to speak to, and no one with accountability.

The app is stealing copyrighted material and giving it away.

Please advise.

Illegal Computer on Network

Hi. My Windows version number is: Build 18362.476. I have someone piggybacking on my network. The computer name is Douglas. I right clicked and I cannot remove it. How do I remove this computer? Any suggestion will be helpful. Thank you.
