Windows 10: How run DVD player from command prompt?

How do I tell the pc to run DVD player while CMD?

command prompt will not open in safe mode with command prompt

Would I just follow the same steps within safe mode after hooking up to the other system?

1. Are you able to play the DVD using Windows Media Player or other video players (if any) in your computer?

2. Did you try to play from other DVD disc's to check if it plays?

I suggest you to run the Windows Store App troubleshooter by following the steps provided below:

• Type “Troubleshooting” in search bar and press Enter.
• Click on “View All” on top left pane.
• Select “Windows Store Apps” from the list and follow the prompts for troubleshooting.

Burned DVD's Work in SOME players

In that case, it is possible the problem is with the blu ray player not supporting DVD+R disks.

Suggest you check to make sure: it's possible you can overcome this problem by simply burning DVD-R instead of DVD+R. Check your blu ray compatibility list first.
