    How to acquire 'Special Privileges' to any Windows 10 system resource?


    How can I acquire 'Special Permissions' (referencing Windows 10 Access Control Lists) found under Properties > Security > Advanced and then any named 'owner'?

    Also, what do these 'Special Permissions' do ?

    I've read quite a few articles on this via search-engines but have yet to find a conclusive set of answers including instructions on how to alter these settings.
