Windows 10: How to activate Safe Boot and still log in to my computer?

I was trying to enable the only thing stopping me from upgrading to Windows 11 and that was Safe Boot.I looked up a ton of guides to help me turn on Safe Boot to which i managed to successfully do however when i restarted my computer out of the BIOS I could not start Windows and enter the Desktop..Is there anyway I can enable it and still log in?

Cannot Enter Safe Mode / Computer boots normally

I'm running Win 10 Pro 1903.

Here are the steps I have taken to get into safe mode: Start button, settings, update and security, recovery, advanced startup, troubleshoot, advanced options, startup settings, restart. The computer boots normally, not in safe mode. Any suggestions would be most helpful. Thanks in advance for your help and interest. .

 

XP Boot HDD taken from Failed MB - Get Files?

Just as I suspected... :shadedshu Can't access the Document and Settings for some users on HDD unless I've booted from it and logged in as the user - in this case myself...

Next step boot the old HDD on a different computer in safe mode, with fingers crossed.

  Press Windows key + R.
  
• 
  Type msconfig and hit enter.
  
• 
  Click on boot tab.
  
• 
  Uncheck the safe boot box and click OK.
  
• 
  Restart your computer.
