Windows 10: How to add a display language without installing basic typing?

I would like to know how to add a display language without installing basic typing.now i have this two language, and i only want to keep Chinese for typing and remain English for displaying.

Please note that you will need to turn on proofing for OneNote. Kindly check if proofing is turned on. Here are steps to confirm that:

1. Open OneNote.
   
2. Click on … located towards top right hand side.
   
3. Then click on Settings and then on
   Options.
   
4. Now, you will be able to see
   Proofing.
   
5. Please turn it on and it should work fine.
   
   

If proofing is turn on, then you can follow the following troubleshooting steps:

Method 1: Remove the language pack and re-install it.

1. Open Windows Settings
   
2. Then click on Time & Language.
   
3. Then click on Region & language.
   
4. Click on the language you want to remove and then click on
   Remove.
   
5. Now re-install the language pack.
   

Method 2: If you are still not able to install basic typing feature for desired language, then try creating a new user account and install the language pack.

If you need further assistance, please write back with the following information:

1. Could you please confirm OneNote application you are using is downloaded from Microsoft Store or was installed it from Office package?
   
2. Are you connected to a domain network?
   
3. What is the version of Windows 10 that is installed on your computer?

Error: 0x800f0954 "Sorry, download failed try again later" when installing basic typing feature for Japanese language

I understand that you are unable to install the basic typing feature of Japanese language pack.

I suggest you to try uninstalling and re-installing the language pack and check if that helps. You can follow the steps mentioned below to uninstall the language pack.

1. Go Settings >
   Time & Language > Language.
   
2. Now click on the Japanese language and click on
   Remove.

However, as the issue is happening on Windows 10 Education environment, I suggest you to post your query on

I suggest you to Change settings that may block installation

There are advanced language settings that may block the download of language packs. To revert these settings to their defaults values so that you can download language packs, follow these steps:

  Open Control Panel. To do this, type Control Panel in the
  Search box, and then tap or click Control Panel in the search results list.
  
• 
  Tap or click Clock, Language and Region. (If you are viewing Control Panel in icon display, select
  Language, and then go to step 4.)
  
• 
  Tap or click Language.
  
• 
  Tap or click Advanced settings.
  
• 
  Examine the Override for Windows display language and
  Override for default input method lists. Make sure that the
  Use language list (recommended) option is selected for both lists
