Windows 10: How to change back to system language?

My computer recently crashed and I had to reinstall everything. I've been having trouble with the bilingual Hungarian and English keyboard settings. The system language is English and I want all programs to use it, but I mostly want to use the Hungarian keyboard. I tried all the options for a long time to stay on the Hungarian keyboard all the solutions I found on the net and finally I managed to change the keyboard settings somehow not 100% but mostly the setting remains and it doesn't always switch back to the English keyboard. BUT, I just realized that a few Microsoft programs automat

Went through the steps 1 to 5 and then 7.

After restarting, checked; still, Tamil is not found in the list of languages for 'Change System Locale'.

(In fact, I had done this before raising this query. On reading your reply, I removed Tamil and went through the steps as listed above in my reply. Since the language pack was already installed, I didn't have to do the step-5; the screen also indicated that
the language pack is already there.)

To assist you better I would like to know, what was the base language for your previous Operating system?



I would suggest you to follow the below steps and check if it helps.

Step 1: Remove the Existing language.

• 
  Press Windows + X on your keyboard.
  
• 
  Select Control panel.
  
• 
  Select language.
  
• 
  Click on the Option adjacent to the
  Existing language.
  
• 
  Click on remove under input method.
  

Step 2: Add English Language.

• 
  Press Windows + X on your keyboard.
  
• 
  Select Control panel.
  
• 
  Select language.
  
• 
  Click on Add language.
  
• 
  Add the English language from the given list.
