Changing colour of scroll bar in Windows 10?

Why can't I find a way to change the scroll bar that is used in File Explorer and general programs? (Mozilla most importantly)

The only option I have found is to use a high contrast theme but that makes absolutely everything very unappealing.

I just want to scroll through big web pages with the scroll bar like it was designed for without having to scan up and down for it because it's a rather light grey and the rest of the bar is also a very light grey... which seems like a step back to me.

I, too, have a vision disability and need you to change the "inbuilt" features to allow for adjustments to size and color of the scroll bars and text selection in Windows 10.

  What was the exact steps that you used to change the size of scroll bar in your previous OS version?
  

The size of the scroll bar cannot be altered as it is inbuilt with the Windows Operating System.
