Windows 10: How to change the preferred display language on Windows 11 Home SL edition ?

My friend, who lives in China, purchased a laptop there with Windows 11 Home SL installed, but it is in Chinese. He is unable to change the language to English. Can he buy a Windows 11 Pro key and upgrade the system by going to Settings > Update & Security > Activation > Change Product Key? After that, would he be able to download the English language pack and set it as the preferred language? Or else, does he need to perform a clean installation of Windows and enter the product key during the installation process? In either case, he wants to ensure that English becomes the prefer

Windows 8.1 update changed the language, can't change back

Maybe, these will help... it seems it is a common enough problem.

Language packs are no longer available after you upgrade to Windows 8.1

Change your Windows display language

• Tap or click Set as primary to move the language to the top of the list. If the language can become your Windows display language, you'll see Will be display language after next sign-in appear under the language.
• Sign out and then sign back in to finish.

Hello,

Assuming you want to use English (United States) as your preferred language, try these steps

1. Right click Start Button or press Windows + X keys and select Windows PowerShell (Admin).

2. In the administrative Windows PowerShell window, type these commands one-by-one and press Enter key after each:

Get-WinUserLanguageList

This will display list of installed languages on your machine. Note the LanguageTag for your preferred language.

$1=New-WinUserLanguageList <LanguageTag>

Replace <LanguageTag> for your preferred language. For example, if your preferred language is English (United States), then you can use $1=New-WinUserLanguageList en-US.

Set-WinUserLanguageList $1

After this, when opted, type Y to confirm setting preferred language. Close Windows PowerShell and you're done.

I suggest you to Change settings that may block installation

There are advanced language settings that may block the download of language packs. To revert these settings to their defaults values so that you can download language packs, follow these steps:

  Open Control Panel. To do this, type Control Panel in the
  Search box, and then tap or click Control Panel in the search results list.
  
• 
  Tap or click Clock, Language and Region. (If you are viewing Control Panel in icon display, select
  Language, and then go to step 4.)
  
• 
  Tap or click Language.
  
• 
  Tap or click Advanced settings.
  
• 
  Examine the Override for Windows display language and
  Override for default input method lists. Make sure that the
  Use language list (recommended) option is selected for both lists
