Windows 10: How to change timezone with issues

I have been trying to change my timezone for a while now but my windows 11 computer simply does not let me as it says "you do not have permission to do this please contact your administrator" when my account is the administrative account. I should be on central time but for whatever reason I am on amsterdams timezone. The only logical idea of how this may have happened is I was using my VPN which i have now deleted trying to solve the issue, was on one of amsterdams servers that they had because I wanted to watch a show. This has only happened with timezone and I have not had any other adminis

Timezone Change

For us to properly isolate the issue with changing the timezone, we would like to know the following:

• Were there any changes made on your computer prior to the issue (e.g., updates, software installation)?
• What is the exact error message that you are getting?
• To make sure that we have not missed on anything, what troubleshooting steps have you done so far?

As an initial resolution, we suggest that you follow the steps below:

• In the search box, type in cmd. You'll see Command Prompt listed.
  Right-click and select Run as Administrator.
• Type tzutil /l to see the list of all time zones.
• Once you have found your time zone, copy the description that is on the second line. Example:
  
  (UTC-06:00) Central Time (US & Canada)
  
  Central Standard Time <---- copy
  
• Afterwards, type tzutil /s "paste the time zone here". Like this:
  
  tzutil /s "Central Standard Time" (make sure to include the quotations!); then, Enter.
  
• Exit the Command Prompt, and then go to your time settings.

Not changing Timezone automatically

So, I checked this again. When I went to Germany, it changed automatically, everything as it is supposed to. When I came back to Latvia, it stayed in Germany timezone. I connected to WIFI, checked that even MSN weather application switched to Latvia, but
the timezone stayed. I tried turning on/off location, autmatic timezone changes, but nothing helped. Then I set manually timezone and switched it back to automatic timezone change - it switched back to Germany timezone. Now this morning (after ~36h being in
Latvia) it has changed to correct timezone. I kind of didn't do anything, it just shows now correct again. But I'm pretty sure that the issue will reappear next time.
