Windows 10: How to convert a QWERTY keyboard into an AZERTY keyboard with Windows 10

Keyboard setting (QWERTY keyboard) changes to the wrong keyboard (AZERTY)

I found many topics on how to change the keyboard settings but all this works fine. I can change the keyboard to the right settings. My problem is it does not stay.

I suspect a bug but feel free to point me to a possible user error.

2 suspects but did not have sufficient encounters to be sure:

- I log in with my Microsoft account on both devices with qwerty as well as azerty keyboards... (so is keyboard saved in the Microsoft account settings? without link to specific hardware? Does anyone have the answer to these questions?)

- region is Belgium, Belgium has mainly azerty keyboards for some reason I do not understand. It is a fact so maybe it could be a default for this region that overwrites the keyboard set after each update for example?

I think the first situation is most probable since the second possibility would have been noticed and fixed already. People actively using different keyboard configurations on different devices is less likely I fear...

Some facts:

-I each time delete all other keyboard except for 1: United -States International (QWERTY)

-when it happens this keyboard I configured is gone, it disappeared and is replaced by Belgian (period)

-I got another PC which I configure to Belgian (period), which is an azerty keyboard on which I login with identically the same Microsoft account.

i have a nokia E62 with AZERTY keyboard but he(it) exclaims qwerty, how there to make for the tipped over it azerty?

Change my E72 azerty into qwerty

I just bought a new case and a keyboard for my E72 but the new keyboard is Qwerty and I have a Azerty phone... is there a way to change the phone to Qwerty?
