Windows 10: How to create an language pack for Windows operating system?

If I attempt to use command line on an operating system,even if I have installed a simplified Chinese language pack,its surface is still not the totally Chinese,which makes me unsatisfied.

• Which was the previous Operating system installed on the computer and which language does it had?
• How did you upgrade to Windows 10? Is it using an installation media?
• Did you install any language pack on the computer?

I suggest you to check whether you had set region and language to English as primary language.

• Type region and language on the search bar.
• Select Region and Language settings and check if you have selected English as default.

There are few languages that windows 10 has pre installed in the system itself, I suggest that you check these languages and locate the language that you want to install. Follow the steps below to locate the language.

• Click on the Start Menu, locate and select Settings.
• Click on Time and Language.
• Locate and select Region and Language.
• Click on Add a Language.
