Windows 10: How to deactivate a non-oem version of Windows 10 on Non-working PC

Hello,I've got a new computer last year and both of my PCs were working. However, the 2nd one older is no longer working and I don't want to try and toruble shoot the cause as I won't be using it at all.The older PC, has a non-oem windows 10 installed I think Professional. I'd like to deactivate it and use the key for another computer maybe even upgrade it to Windows 11 Pro but that I haven't decided yet.The key should be registered on my Microsoft Account if I recall correctly. Along with my current Windows 11 Home.So, am I able to deactivate it and store it on my Microsoft account so

We have to move over a Windows 11 OEM home version to another motherboard (PC), the first MoBo has defects and has to be exchanged.
We understood that a NON OEM version can be transferred to another motherboard (PC).

Is it possible with a non-OEM version and how to upgrade the OEM version to a Home or Pro version?
Can you help what to do?

Hello Dave,

My PC vendor delivered the PC with W11 OEM home.
They say that when they are going to set over all the hardware to the new MoBo, that we will have to install the new Windows and all the software and settings that are now present.
Asus support and Intel support state the same, it only could have been done with a non-OEM version of Windows 11, since the OEM versions always are bound to the specific motherboard.
