Windows 10: How to deal with greyed out Country-Region setting in Billing Address dialogue [Windows 11]

I have a newly-refurbished Windows 11 laptop. After installing updates and restarting, there were a number of dialogues, including my Billing Address. I'm not able to complete it, because the Country-Region setting is greyed out and set for the U-S. I'm in Canada. Tried restarting, but it returns to this dialogue leaving me stranded here, meaning I can't do an;ything on this laptop. Any help would be greatly appreciated.

Unable to change country in BILLING ADDRESS

I understand you want to update your billing address. Let's work on that.

To update your preferred name and address for billing, shipping or taxes:

1. Sign in to your Microsoft account.

2. Select Payment & billing > Address book.

3. If you’re updating an existing address, select Edit. If you’re adding a new address, select Add a new address.

4. Select Set as your preferred billing and shipping address > Save.

Note: The steps above may vary based on your country/region.

If you're still not able to do this, it's best to contact the Customer service since they have the tools to change this in case you're not able to do this on your end.

3. Change my billing country or region

4. visit the Xbox account migration page (You're moving? Xbox LIVE brings to you!)

5. Click FORWARD

6. At the next page Select the region where you're shifting your account:

7. ACCEPT.

You will receive Account Switch Confirmation email from Microsoft.
