Windows 10: How to delete a website shortcut from files explorer

In documents, I have to folders that I try to delete but it keeps reappearing. Those folders only contain a website link to one drive and I have tried to delete it but it does not happen. I even pressed permanently delete and dragged it to the recycle bin but nothing works.

• Launch Internet Explorer and go to the website.
• From Menu tab click on File.
• Select Send and choose Shortcut to desktop.

I would suggest you to try the following steps and check if that helps.

• Go to the folder C:\Windows\System32 and sort by file type.
• Look for the screensaver file type (.scr).
• Find the file scrnsave.scr(you can choose any of the screensavers).
• Right click and select send to>desktop (create shortcut). The shortcut on my attachment, but when i click on it my screen goes off and on and nothing else.
