Windows 10: How To Delete IconCache.db When It Says Acess Denied?

My icon cache is corrupt and I need to delete it to start from scratch. I have tried running command prompt as an admin, changing directory to the %explorer folder, and deleting all iconcache* files but inside command prompt it says "access denied" still. I also tried doing this in safe mode. No applications are opening when attempting this. Why can't I delete iconcache.db ? Very tempted to brute force change the system wide permissions to my username so I never see an access denied messages ever again. So what's the "proper" solution before I go drastic?

i have tried booting into safe mood and changing permisiion...it used to open up as a cmd program that would let me acess my photos...now it doesn't open up and gives an error...I tried opening it as "run as an admin" the cmd opens and disappears right away...

 

IconCache refuse to be deleted

Hi,

The icons on my laptop have become black, so i follow differents instructions to delete IconCache from User AppData, local. But the icons are still the same. after deleting IconCache each time i check i see that it is there. So the problem of icon is not
resolved. Can you please help?
