Windows 10: How to delete Microsoft account without wiping off the data

I used to have a Surface 7 as a laptop but soon changes after to replace with the new one. I pass the Surface 7 back to my mom with my Microsoft account but it keep syncing my mom and my files altogether, so I want to remove my old Microsoft account from the Surface 7 and replace it with my mom new Microsoft account. How do I do that without loosing the data from the Surface 7. And just why in the jesus god can't you guys make it simple for us. And what genius think of syncing the shortcuts out of our desktop to Onedrive?

Deleted account keeps reappearing

Is it still appearing no matter how you try to delete? I suggest you to follow the steps below to remove user account from your computer, and check if it helps. Try the ones you’re comfortable with.

Step 1: Steps to Remove a User Account in Settings

• 
  Press Windows
  key, click on Settings.
  
• 
  Click on Account, click on
  Family and other users.
  
• 
  Select the user you want to delete under
  Other users and click on Remove.
  
• 
  Accept the UAC (User Account Control) prompt.
  
• 
  Select Delete account and data if you wish to delete account and the data and follow onscreen instructions.
  

Step 2: Steps to Delete a User Account in Command Prompt

• 
  Press Windows + X keys from the keyboard, select
  Command Prompt (Admin).
  
• 
  Type net user and hit Enter
  to list the user accounts on your device.
  
• 
  Type net user "User account”
  /delete and hit Enter to delete the user account.
  

Step 3: Steps to Delete a User Account in Run command.

• 
  Press Windows + R and type netplwiz, press
  Enter.
  
• 
  Select the User account, click on the
  Remove button.

Edge Search Does Not Permit Change of Region

Thank you for posting the query on Microsoft Community. I am glad to assist you on this.
We have reproduce the issue here and we are able to access non-regional search for google using Microsoft Edge.
I would suggest you to try the below steps and check if it helps.
Step 1:
Clear browsing data option of Microsoft Edge and check if you face the issue. To do so perform the steps below.

1. Click on the More actions icon next to the feedback icon present on top right corner of the Project Spartan homepage.
2. Select Settings and click on Choose what to clear.
3. Check the boxes Browsing history, Cookies and saved website data and Cached data and files and click on Clear.

Step 2:
I suggest you to create a new user account and check if the issue occurs.

1. Go to Settings.
2. Choose Accounts and then select Family and other users.
3. Select add someone else on this PC.
4. Enter a user name and hit next.
5. Click on Finish.
6. Sign out from the current Account and Log into the new account.

Step 3:
It could also happen because of network issue. I suggest you to try with different network connection and check if it helps.
