Windows 10: How to disable "High There" Lets get a few basic things out of the way"

Hi Microsoft,The original OS disk had installed multi-language, and capture image the partition C and EFI partition by WinPE.After apply the images to antoher disk, sometime system will display the screen ""High There" Lets get a few basic things out of the way"".Why will OS dispaly the screen ?Is there any method that could disable it?Thanks.

I can't disable high contrast mode.

I have searched up every shortcut and possible way to disable high contrast mode on windows 11 but none of them show up. When I go into the themes section where the high contrast settings are at, it says that it is already disabled. I don't know how to fix this. Any suggestions would be great.

 

Virus or something that disables many things

from your run command, type msconfig, and look at your startup items. Look for things that look suspicious. (You can opt to have it not list system services) try disabling a given suspicious item for boot, if it solves the problem, msconfig will provide the items location, and you can go delete it yourself.

2. Go to the "Startup" tab and disable unnecessary startup programs.
   
3. Check the "Processes" tab to see if any applications are using excessive network resources and close them if necessary.
   

3. Check for Malware

Malware can cause network issues, including high ping spikes.

1. Run a full system scan with Windows Defender or another reputable antivirus software.
   

4. Adjust Power Settings

Sometimes power settings can affect network performance.

1. Open Control Panel and go to "Hardware and Sound" > "Power Options."
   
2. Select "High performance" as your power plan.
   

5. Disable Network Throttling Index

Windows sometimes throttles network performance to prioritize other tasks.
