Windows 10: How to disable Microsoft store auto-updates when setting is off?

I have limited internet data and cannot allow auto updates. Despite the auto update being turned off the Microsoft store still updates certain apps. For example, Fallout 76 and the Xbox app. Is there a way to prevent this? I have seen similar questions asked but most get the bot response of "here is how you turn off auto update".I am on windows 11

Microsoft Store Install Service starts despite auto-updates disabled?

I have freshly reinstalled Windows 10 Pro a couple of days ago.

All my store apps I have fully updated. I have made the settings to not auto update. And yet Microsoft Store Install Service Manual will start randomly on its own! I understand I can disable this. But why is it starting randomly on its own?!?! I would like to see it remain as Manual but not randomly start up. Is there anything that can be done to stop it from automatically starting without manually disabling it?

Hello, I tried setting enabled.

Even selecting the option to Turn off the Store application does not turn it off! It says in the group policy editor that it only applies for Enterprise and Education versions. The Microsoft Store Install Service randomly starts despite App history showing 0 activity.

All background apps are turned off. I had this issue in the past and I simply disabled the Microsoft Store Install Service manually. But I would still like to see it not start by itself! I'm not even launching any of the store apps when that happens.
