Windows 10: How to disable SHIFT-CTRL shortcut in Notepad to change text direction?

I have been using Notepad and Windows keyboard shortcuts for over 30 years. I just built a new PC and upgraded to Windows 11, and now whenever I happen to hit CTRL and the right SHIFT key at the same time, all the text shifts to the right, as if I right-clicked and selected "Right-to-left reading order".I read online that this has been a shortcut for Notepad for years but that it is only supposed to be active when you have right-to-left and left-to-right languages installed, but I have not added any languages. Only U.S. English.I have Windows Notepad 11.2311.33.0.Did Windows 11 somehow lose th

• Have you assigned the “Ctrl + Shift” shortcut for any application?
  

Ideally, the shortcut Ctrl + Shift is used to switch the keyboard layout when multiple keyboard layouts are available. If you have assigned the shortcut for a keyboard layout, you may try changing it by following the steps mentioned below:

1. Press Windows Logo key + I, to open
   Settings.
   
2. Click on Devices and select
   Typing on the left pane.
   
3. Scroll down and select Advanced keyboard settings.
   
4. Click on Input language hot keys.
   
5. Select the layout for which you have assigned the shortcut and click on
   Change Key Sequence.
   
6. Under Switch Keyboard Layout, select
   Not assigned.
   
7. Click on OK (Twice).

Ctrl+Shift Shortcuts Not Working

I have been having issues with my Ctrl+Shift keybinds for months now. I have been researching on every site I can find about this issue. I've tried changing Sticky Keys, I've tried changing Filter Keys, I've tried checking my keyboard settings, I've tried changing settings in Text Services and Input Languages, I've tried Ease of Access, I've even tried changing keyboards. The following are all Microsoft Answers threads recommended to me by Google:

I have tried literally everything suggested in all of these threads, and NOTHING WORKS, it is that stubborn. Considering that there are multiple threads regarding this issue, which yes, I did research this before I started asking this, I am 100% conviced this has to do with system updates. What do I even do at this point?
