Windows 10: How to enable Xbox Controller during Windows 10 Safe Mode?

I have a game some 2D game written with Visual c++ that has somehow crashes with some unknown program on Windows 10. But I can still manage to play the game normally using keyboard in Safe Mode Windows 10. However, in Safe Mode, the xbox controller is disabled. I went to msconfig and guess it was the “Xbox Game Accessory” service which was stopped and thus making the controller not usable. Is there any way to turn it back on please?

Can’t connect Xbox one controller to pc
