Windows 10: How to exit safe mode with a damaged primary screen, or make my external screen my primary

I entered safe mode and now I'm stuck on a black screen, I tried rebooting I tried using recovery blindly, but nothing. I really need this laptop to work please.

Action Center only on Primary Screen?

I'm using windows 10, and I have a touch screen that is not my primary display (24" 1920x1200) and my main display is 27" (2560x1440).

When I do a swipe motion from the right side of my touch screen, it opens the action center, but on my primary display. My question is this: does the action center only display on the primary screen even if my "Tablet PC Settings" are correctly set (i.e.
my secondary screen is designated as the screen that has touch on it)?

Edit: I need to rephrase my question: The charms screen opened on Windows 8/8.1 on every screen. However, the action center only opens on the primary display, Period. When I press WIN-A, it's on the primary screen, when I use my stylus and swipe on a
secondary screen, it shows on the primary screen.

No, that did not fix the problem, nor the latest update. When I press ALT-Tab, the task switcher is on the primary screen only, even if my focus is on the secondary screen. When I press Win-A, the action center only shows up on the Primary display.

Not everything is primary screen biased: When I press WIN-X, it goes to the lower left corner of the screen where the mouse cursor is located. When I press the keyboard button on the task bar, it goes to the display that has the window with primary focus.

Screen flickering in Windows 10 safe mode

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.
