Windows 10: how to export emails to new address

changing email from paid for AT&T to Gmail - how do I export from AT&T or import into Gmail? Have an 8 year history of photos and medical info, not backed up anywhere in the AT&T email. Thanks.

Trying to import my Address Book from Comcast to my new Windows 10 Lenovo computer. All current emails are transferred, and Address Book is ready for export. But how import?

Can you please advise me in plain English on the following:

(a) how to set up an email account in Windows 10 on my new computer with the same name/email address as the one I have been using on my old computer (ie so that emails to that address arrive in my new computer rather than my old computer).

(b) how to import the email messages and contacts for that email address in my old computer onto my new computer. (I was able to transfer these onto an external hard drive because in Windows Vista there was an "Export" function allowing me to do that but
there seems to be no "Import" function in Windows 10).
