Windows 10: How to fix black scren with frozen cursor?

I just opened my laptop, didnt even turn it on yet, and there was just black screen with cursor. I cant move the cursor and nothing reacts. I cant shut it down nor restart it. What should i do?

Black screen with cursor but frozen

Hello My friend has a 2 year old HP lap top shes not computer savy but I pretty much am. Her computer said it was repairing itself and she let it sit for hours to only end up with a black screen and cursor. The computer is frozen none of the keys work
and shutting it off results in the same issue when turned back on. HP wanted a few hundred dollars for repair that she doesnt have nor does she have a recovery disc. I tried everything control alt delete, pushing the F2 button everything and cant seem to get
anything. Anyone have a suggestion?

 

Frozen Cursor

Thanks, but the stumbling block for re-installing drivers is the frozen cursor. I manage to open the Device Manager by typing in the Search Box in the Taskbar of Windows 10 Technical Preview. But with a frozen (or invisible) cursor, I can't navigate to the 'Mice and other pointing devices' to open it, etc.

Previously, I tried to re-install the original OS (Windows 7 Starter) but I couldn't do it because of the same frozen (or invisible) cursor problem.

I am thus basically looking for a way to re-install either drivers or OS without using the cursor.
