Windows 10: How to fix "browser resizing and positioning" to top left corner on full screen use by...

This event happens to all applications that have a browser. Chrome, Edge, Steam, Opera.... there does not seem to be a fix for it either.This happened following a "forced update" after I updated my registry to force target windows version: current. Found on a vendor website.What happens is any time I open a game, application that launches into full screen mode, if any browser is open at the time, it immediately changes size and position. It is completely unreadable when it does this. It affects every browser I have on my computer including windows explorer. The size is usually roughly 1/5th th

I enabled tray balloon on my Windows 10 but it is showing up on the top left corner of the screen.





How do I fix that?

I enabled gpu scalling, (center mode) in amd adrenalin settings, but in games screen is not centered, its in top left corner, how to fix it? On old drivers 17.11 and earlier everything was fine, but i dont wan't to downgrade
