Windows 10: How to fix CLiP license device ID does not match device ID in the bound device license?

I can download a game. I can't play a game because of the error message in my title. This error is all over the internet for years. None of the mentioned "solutions" have worked for me. I have signed out and in over and over again after repairing and resetting the gaming services, xbox app, and microsoft store. I've deleted and downloaded gaming services. I've opened a shell thing as an administrator and copied a bunch of stuff related to gaming services. I have completely run out of "solutions" to read to what seems like a massively common problem that should have been fixed long ago o

CLiP license id does not match the device in the bound device license

Replaced Mobo and CPU and now when I try to play a game from the game pass I get a prompt saying

"CLiP license id does not match the device in the bound device license"

I used to have windows 10 but I bought a new windows 11 key and did a fresh install of windows.

Iv signed out of windows stores and game pass, made sure my game pass account is link to the same Microsoft account.

 

CLiP License device ID does not match the device ID in the bound device license.

This is a brand new gaming laptop, I signed in to the xbox app, downloaded games and they wont launch I keep getting the same error.

"CLiP License device ID does not match the device ID in the bound device license"

I've scoured the internet in search for a solution.

-Ive signed out and signed back into both the store and xbox app

-Ive restarted the laptop

-Ive reset all the store and xbox app (also cortana, didnt work)

-Ive ran the system file checker tool via the CMD prompt

-> I should note when editing permissions and going into the advanced security settings I got a message saying something is corrupt.

Ive been able to run other apps in the store without issue. the issue is with games not opening in the xbox games app. for right now that is forza horizon and minecraft. same error for both.

please help.

I recently purchased a new laptop PC. Before booting I installed my SSD HD onto my new laptop, with existing software (games for both steam and xbox) on it. After installing (upgrading) windows 11 and upgrading xbox for windows, I tried to play/access the games on the SSD. Steam worked fine, windows game pass games were inaccessible. I searched for my issue, and came to this website which described my issue.

How to take ownership of files and folders on Windows 10

After giving ownership of the files to my windows account I was now able to read the files but xbox app still did not recognise the files.

I then tried to re download the games to my secondary drive, where I met an error saying that the HDD (which I had previously been using on my old device) was not set up to allow installations.

So I downloaded and installed on my C: drive.

Tried to run the game and now am met with the error

"clip license device id does not match the device id in the bound device License"

I reinstalled windows 11 using a bootable USB. Same HDD issues, and after redownloading the game a 2nd time same issues.

Any assistance directly related to my issue would be greatly appreciated.
