Windows 10: How to fix error upon opening video file error -2147163901

Upon startup recently, any video that I attempt to open, no matter the location or video, opens the Movies and Videos app for a split second and then gives me the following error: "File error -2147163901." When I simply open the app, I get this same split second and then the app closes without an error.I have attempted a health restore, I have used the Windows app troubleshooter, I have checked for updates to the app, and more.

Error message "File system error (-2147163901)" in Pictures

I cannot open individual items in "Pictures" with error message "File system error (-2147163901)" . Photos will not open at all though it is installed and has been reset. I am using Windows 10 Home on a PC. Any suggestions?

My daughter's Surface-PRO shows the following error

As of right now Skype and OneNote do not work. Windows Updates are up to date. The IT manager from her school suggests doing a complete reset of the operating system, not only uninstalling and reinstalling those apps that are not working.

my windows 10 pop up this msg system file error -2147163901 , when i try to open jpeg file from file explorer. the problem occur after i update the latest windows 10. pls help me to solve the problem.. thanks
