Windows 10: How to fix glitch screen while booting or restarting?

While turning on my asus tuf a15 laptop,after showing asus logo,it shows a glitch screen then disappear.windows is running fine,but this persist

Hello,

Recently my laptop screen started to freckle\glitch while playing videos either on the internet or on my laptop so I followed steps suggested as to uninstall and re-install the graphics update however, it happened again not so long after I did that (1 day later) and I fixed the display and so it stopped but the videos appear to be glitched? like I could see the RGB (there is a color stroke that appears ONLY while watching videos and I tried to take a screenshot and while trying to trim the photo I found it looking normal so it's only via videos

I'm using HP ENVY Laptop - DESKTOP -LUQEG7V

 

File explorer keeps glitching after windows restarts

Thank you John for your answer. But unfortunately my problem hasn't fixed. I did all of the following steps that you mentioned but its not working. after clean boot restart the glitch is still there. Although in shell:recent\AutomaticDestinations , 3 files doesn't get removed. is it important?
Its fraustating.

 

No BIOS screen on boot

Situation:

Have recently redone water cooling loop. System has been running fine for the last 5 days. This morning I was trying to tidy up cabling and then booted it again to make sure it still worked and everything was connected.

The login prompt was on the screen, but I didn't have the keyboard there yet. About 15 minutes later I came back with keyboard and mouse from my other computer and it was off. Then I realized that the fan for the NB/IOH was not plugged in, and that it most likely was the reason it had turned off. Although I have not had a fan there longer than that, it does go up to 90C or more without one after a while.

Now each power on results in a fans an pump starting an leds on the MB, followed a power off and restart with no video on monitor at all. Can't get it to do anything else.

Steps tried already:

Reset BIOS by setting jumpers.
Reset BIOS by removing battery.
Remvoed ram and left one stick in.
Tried one stick of alternate ram.
Checked PSU with tester.

PSU looks ok and nothing else gets it past the blank screen. Always restarts again after I power it on.
