Windows 10: How to fix Laptop Stuttering?

Good day everyone! I am running into a problem with my laptop. I had this problem since the past 3 months. Every time I open my laptop in the morning, the apps, taskbar or the whole laptop would stutter. The only solution I found to this problem is to Right click -> Refresh and do this steps about 20 more times. If I don't do this steps, my laptop would end up stuttering the whole day. To put this in perspective, it is like a car, I still need to warm the laptop up so it could run smoothly without any stutter. As i said, the whole laptop stutters, it affects youtube, valorant, project zombo
