Windows 10: How to fix laptop that won't do a system restore?

Hello, I was experiencing audio problems with a program, so I tried to update my drivers through the dell website. When I did, I accidentally clicked "update and restart." In the middle of the install, I got a blue screen error and it restarted and installed like normal. I started to have random moments when the computer would freeze and the fan would become really loud for several seconds before returning to normal, so I ran a check for corrupted files cmd sfc /scannow with admin permissions. Hp laptop screen won’t display except occasionally

I would like to note that step 20 comes up with no files. Perhaps this could be the source of the issues?

Making backup and re-format...

Maybe I Install a Windows 7 again, At least, all of my games run smoothly ...Sadness!!

System Restore Not Working On A Laptop

Two desktops have System Restore Working and Laptop is not working.

Interesting is they have a System Restore Service and the Laptop Does not.

All three had a clean install of 1607.

Suggestions ?
