  2. My cpu base speed stuck at 0,8 GHz

    Hi William. This is what happens when i turn off the speedStep and TurboBoost. The GHz goes down to same speed as the base speed at 0,8 GHz. I dont understand how to base speed can be stuck at 0,8 GHz. Right now its on high performance.

    Sorry, my question was misleading but my CPU is designed to go up to 4ghz with turbo and 2.4 GHz base. For some reason when I do a forced shutdown it seems to fix the problem of the CPU not being able to reach its designed speeds. However, when I put the
    computer to sleep, shut it down normally, or restart the computer all via the start menu. It brings up the problem of the CPU not being able to go to designed speeds. Something that could give a hint to what the problem is is that on HWmonitor, I have noticed
    that the package power after a regular shutdown is around 7~8 watts of power. Before this problem occurred, the system was pulling 55~60 watts of power. So it might have to dow the power, CPU, or something entirely different. Also heads up, the system that
    I am using is a FX505GT-US52 by asus. I have already contacted them and they could not provide a fix. So I believe that it might be a problem with windows limiting power to the CPU for some reason after sleep, regular shutdown, and restarts via the start menu.
    The current version of windows I am on is 2004 or the may update.

    So far I have tried everything possible to make the CPU go over .79 GHZ. The CPU that I have is an i5-9300H and has been working we for the past few months until today. Please help, I cannot get anything done.
