Windows 10: How to fix my computer from being frozen on "Choose your Keyboard layout" screen?

My computer was working fine until the other day when it was like it kept restarting on me. Then later that night it went to "choose your Keyboard layout" screen and became frozen on it. Nothing on the keyboard or mouse works. If I do a hard shutdown and then turn it back on it goes back to this screen. Unsure if I have windows 10 or 11.

Yesterday when I shut my computer down it ran updates first. This morning I come in to a frozen shut down screen. I did a hard shut down and then turned it back on to a blue "Choose your keyboard layout" screen and the mouse and keyboard don't work at
all. I can't get passed this screen.

I believe windows tried to do an auto update. The next time we tried to log in it was frozen on that blue screen, choose your keyboard layout. I have unplugged computer & tried to restart several times, it goes directly to the blue screen.

• What exactly happened before the desktop froze?
  
• Have you made any significant changes to your device prior to this happening?
• If you're using a wired keyboard/mouse, have you tried plugging them to different ports on your computer?
