Windows 10: How to fix Network Controller?

I don't know if this is something on my PC or my internet. I believe its a little of both however. I have ethernet if it matters in this scenario. Ever since I had to fully reset my PC from a virus my internet hasn't been the same. I first started getting these problems a few hours after I did my first full reset to stop my virus this was in early November of 2023 I firmly believe it isn't the virus because I fully reset my PC many times afterwards to try and fix the internet. But it is still a possibility. Anyways, my internet is terrible. I either get 90-130 ping average or it just spikes

Fixed fan controls yes. Annoying profiles yes. Buggy code yes.

I'd rather just set it and forget it as the feature list of RBE suggested it was capable of doing.

Network PC Win10 1903 issue Error Code 0x80070035

i followed these steps, but no matter what, i couldnt stop network list services.

"windows could not stop the network list service on local computer. error 1061: the service cannot accept control messages at this time".

also, which pc am i meant to be running this fix on? both PC's reported error 1061.
