Windows 10: How to fix not being able to open anything, cannot start up windows, it is stuck on...

When this first started happening I was watching youtube on a chrome browser and it said playback unavailable restart your device, so I went to settings to check my internet and it wouldn’t even look like it was loading up after I clicked it. Since then it has been a potato, if I do somehow manage to get through into windows, I cannot open settings, task manager, or even bring up the windows start menu by pressing the icon or the button on the keyboard, I am willing to wipe my computer but it looks like I can’t even get into BIOS. I have an ASRock B450M motherboard, 1660ti, ryzen 7 2700, and s

Stuck in safe mode in windows 10

Safe mode is intended to help fix most, if not all problems within an operating system, it's not good if we got stuck on it. To correct this, we suggest that you follow the steps below to exit out of Safe mode:

• Open Run command by pressing Windows key + R
  keys on the keyboard and type msconfig in the command box and press
  Enter.
• Under General tab, put a check on Normal Startup option.
• Reboot the system and check if the changes are effective.

Let us know if you are able to exit out of Safe mode with these steps.

 

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

 

Start menu won't open on Windows 10

I had a similar issue recently. I was able to resolve it by:

• Open Task Manager
  • Find the Windows Explorer process
    • right-click the process and select Restart

The Start button was then clickable.
