Windows 10: how to fix Not found 404. 0x80190194 -2145844844 HTTP_E_STATUS_NOT_FOUND

Not found 404. 0x80190194 -2145844844 HTTP_E_STATUS_NOT_FOUND when im trying to play content warningand then it crashes the entire pc

I just built this system, it is a Amd Ryzen 5 5600x with MSI B550 Mother board 64gig ram and a Amd Radeon RX6500 xt, it is a modest system but works. I have the newest update to windows 10 home version 10.0.19045.

I was working on a video in Adobe Premier pro 2023 version and when I go between work spaces (example: editing to color) the computer dose a hard crash, I have repeated the issue multiple times. I went to the even long and in windows and found the same error each time :

I looked on this forum and saw what appeared to be a fix, going to the command prompt and running the DISM.EXE / online/ clean-image /restorehealth.

But it didn't work, i got an error code:87 The clean-image option is unknown.

IS there and other option? or another fix?

I thought I had it fixed...

but nope the error reared its ugly head again about an after an hour of editing, then again when my daughter wat trying to play a game. is this a windows issue or a video card issue? I am almost to the point of going and getting a new Nvidia graphics card and trying that instead of my AMD Radeon 6500XT.

I know know when They first came out the 6500 were having issues, but I though the issues were fixed with updates this past year.
