Windows 10: How to fix PC not running any applications?

So I just switched out some products on my pc desktop. My motherboard, CPU, and ram. Updated my bios and drivers and everything was working perfect. I then checked for any windows update to see what else I needed to do. I updated a lot of optional drivers from the suggested windows and after it reset I can’t do anything. It won’t let me go into settings, won’t let me run any commands with win+R, or really do anything. Every time I click an icon on my desktop it will just give me an infinite loading screen. Every time I click on something in the windows bar it won’t even react.

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??

 

Is there a software that can keep your pc clean, fix it etc

There is no single software application that can perform all of the desired steps.

There are multiple software that can perform steps but the unexpected can always happen.

These are some suggested software:

1) Run the Dell software to update drivers, software, and BIOS
2) Run the Dell diagnostics to check hardware
3) Run Ccleaner to clean (modify the boxes to specify what is and is not cleaned)
Use the software to clean windows and applications.
Don't use the tool to clean the registry.
4) Make a backup image in case there are unexpected problems

 

Process running but not starting in Windows 10

  Press Alt+ctr+Del from Desktop.

  Select Task Manager.

  Under process tab, locate the apps that are running.

  Right Click on the application and select End Task.
  
• 
  Please try accessing the application again and check if you are able to run the application.
  

If the issue persists, I suggest you to run
the program in Compatibility mode, please follow the below steps:

• Right click on the Program
• Click on Properties
• Click on Compatibility tab
• Select Run this program in compatibility mode and select the operating system accordingly from the drop down list.
